Technical Meeting

The NFPA Technical Meeting is tentatively scheduled to begin at 8:00 a.m. on Thursday, June 14, with breaks as required. Under the NFPA rules, only Certified Amending Motions (with valid sign-in) and proper follow-up motions will be allowed for NFPA Standards processed in the Fall 2017 and Annual 2018 revision cycles. The Agenda for the meeting will be those Standards with Certified Amending Motions as indicated in the Report of the Motions Committee on Certified Amending Motions. The Report of the Motions Committee on Certified Amending Motions for the Fall 2017 revision cycle was available on October 12, 2017; and for the Annual 2018 revision cycle, the Report will be available on April 4, 2018.

Annual 2018 revision cycle
The Motions Committee Report on Standards in this cycle will be posted on the NFPA website no later than April 4, 2018.  Following are the documents in the Annual 2018 revision cycle that could receive a Notice of Intent to Make a Motion (NITMAM) and be presented for action at the 2018 NFPA Technical Meeting in Las Vegas:

Fall 2017 revision cycle
The Report of the Motions Committee addresses five Fall 2017 NFPA Standards with certified amending motions that may be presented at the NFPA Technical Meeting (Tech Session) in Las Vegas, NV on June 11-14, 2018: 

  • NFPA 241, Standard for Safeguarding Construction, Alteration, and Demolition Operations 
  • NFPA 260, Standard Methods of Tests and Classification System for Cigarette Ignition Resistance of Components of Upholstered Furniture 
  • NFPA 289, Standard Method of Fire Test for Individual Fuel Packages 
  • NFPA 1001, Standard for Fire Fighter Professional Qualifications 
  • NFPA 1981, Standard on Open-Circuit Self-Contained Breathing Apparatus (SCBA) for Emergency Services

This Report also identifies a list of 28 additional standards that have been determined by the Motions Committee to be Consent Standards and shall be forwarded to the Standards Council for balloting.  In accordance with 1.6.2(a) of the Regulations, a fifteen-day appeal period follows the publication date of this Report in which one may file an appeal related to the issuance of the Consent Standards listed below. The filing deadline for such appeal is October 27, 2017.

The anticipated issuance date for these consent standards is November 10, 2017 with an effective date of November 30, 2017.

 

Regulations and agenda

Per the "Regulations Governing the Development of NFPA Standards" (Section 4.5), only Certified Amending Motions (with valid sign-in) and proper Follow-up Motions will be allowed during the Technical Meeting for standards processed in the Fall 2017 and Annual 2018 revision cycles.

The agenda for the meeting in Las Vegas will be those standards with Certified Amending Motions as indicated in the Report of the Motions Committee on Certified Amending Motions.

Voting

Per the NFPA bylaws, only NFPA Members of record 180 days before the opening of any Annual, Regular, Special, or Technical Meeting of the NFPA Membership who have duly registered and paid any registration fees for the meeting shall be entitled to vote at that meeting. Except as may be required by law or as may be provided in a Regulation or Standing Rule promulgated pursuant to Article 8 of these Bylaws, any action of the NFPA Voting Membership shall require the affirmative vote of a majority of the votes cast at the meeting.

Voting by proxy shall not be permitted, and the vote of each Voting NFPA Member shall be cast by that member individually.
