Public Input, Comments, & Revision Cycle Schedules

NFPA has launched a comprehensive set of revisions to its current Regulations Governing Committee Projects, the Regulations Governing NFPA’s Standards Development Process.  These new regulations, which include changes to some familiar terms and adds some new terms, will be in effect for standards reporting in the Fall 2013 Revision Cycle and all subsequent revision cycles. NFPA's intent is to take advantage of web-based technology and to make its standards development process more convenient, efficient, and easy for participants to use. Read an overview of the new NFPA Regulations.

The development of new or revised NFPA Codes, Standards, Guides, or Recommended Practices (NFPA Standards) will continue to take place in two principal stages. Under the current regulations, those stages are known as the "Proposal Stage" and the "Comment Stage". Under the new regulations, the "Proposal Stage" has been renamed the "Input Stage"; the "Comment Stage" will operate much like the "Comment Stage" in the current regulations. 

A revision cycle begins with a call for the public to submit proposed revisions ("Public Input", formerly called "Public Proposals").

Public Input Stage
NFPA is now accepting Public Input on documents in the Annual 2014 revision cycle via our new online electronic submission system. To use the electronic submission system:

  • Choose a document from the list of NFPA codes and standards or select "Annual 2014" in the search by cycle feature (upper right gray box).
  • Once you are on the document page, select the "Next Edition" tab.
  • Choose the link "The next edition of this standard is now open for Public Input". You will be asked to sign-in or create a free online account with NFPA before using this system.
  • Follow the online instructions to submit your Public Input.   See instructions on how to use the electronic submission system (PDF, 119 KB)
  • Once a Public Input is saved or submitted in the system, it can be located on the "My Profile" page by selecting "My Public Input / Comments" in the left navigation bar. 

Comment Stage
Comments on NFPA documents should continue to be submitted via the Comment form (doc, 57 KB) or Comment form for the 2014 NEC® (doc, 55 KB) and returned to NFPA via e-mail, mail, or fax. Information about submitting comments via the new electronic submission system will be posted here at a later date.

Reports on Proposals and Reports on Comments

   
Report on Proposals (ROP)
Proposals can be submitted for text to be amended or included in NFPA Codes and Standards. Following the Call for Proposals period, the responsible Technical Committee or Panel holds a meeting to consider and act on all submitted proposals. The committee or panel may also develop its own proposals. A document known as the Report on Proposals (ROP) is prepared containing all the Public Proposals, Technical Committees' action on each Proposal, as well as all Committee-generated proposals.  The ROP for the document in question is submitted for the approval of the responsible TC or Panel by a formal written ballot.  If the ROP does not receive approval via written ballot in accordance with NFPA rules, the Report is returned to the committee for further consideration and is not published.  If the necessary approval is received, the ROP is published in a compilation of Reports on Proposals issued by NFPA twice yearly for public review and comment, and the process continues to the next step.  The ROP is published and widely distributed and anyone may download or request a copy.

Report on Comments (ROC)
Once the ROP becomes available, there is a 60-day comment period during which time anyone may submit a public comment on the proposed changes documented in the ROP. The committee or panel reconvenes at the end of the comment period and acts on all public comments. This committee or panel may also develop its own comments.  As before, approval obtained via written ballot in accordance with NFPA's Regulations is required on all committee and panel actions. All of this information is compiled into a second Report, called the Report on Comments (ROC), which like the ROP, is published and made available for public review for a seven-week period.
