What is NFPA 1124?
NFPA 1124: Document Scope

1.1 Scope. This code shall provide regulations for the construction, use, and maintenance of buildings and facilities for the following:
(1) The manufacture and storage of fireworks, novelties, and pyrotechnic articles at manufacturing facilities
(2) The storage of display fireworks, pyrotechnic articles, salute powder, pyrotechnic and explosive compositions, and Black Powder at other than display sites
(3) The storage of consumer fireworks at display fireworks storage facilities
(4) The transportation on public highways of fireworks, pyrotechnic articles, and components thereof containing pyrotechnic or explosive materials
1.1.1 This code shall not apply to the retail sales and related storage of consumer fireworks at the same site.

This code establishes fire and life safety requirements for the manufacture, transportation, and storage of fireworks, pyrotechnic articles, and any components containing pyrotechnic or explosive compositions. It does not apply to the retail sales, associated storage or the use of consumer fireworks by the general public.

What does NFPA 1124 address?

NFPA 1124's rules for fireworks manufacturing operations cover everything from record keeping, site security, and construction to fire and explosion prevention, emergency plans, and testing. The code also includes specific storage provisions for display fireworks. NFPA 1124 no longer covers the retail sales and associated storage of consumer fireworks nor does it cover requirements for permanent and temporary stores selling consumer fireworks.
