What is NFPA 1122?
NFPA 1122: Document Scope
1.1 Scope. 1.1.1 This code shall apply to the design, construction, limitation of rocket propellant mass and power, and reliability of model rocket motors and model rocket motor reloading kits and their components, produced commercially for sale to or for use by the public for purposes of education, recreation, and sporting competition. 1.1.2 This code also shall apply to the design and construction of model rockets propelled by model rocket motors specified in 1.1.1. 1.1.3 This code also shall apply to the conduct of launch operations of model rockets specified in 1.1.2. 1.1.4 This code shall not apply to the design, construction, production, manufacture, fabrication, maintenance, launch, flight, test, operation, use, or other activity that is connected with a rocket or rocket motor where carried out or engaged in by any of the following: (1) National, state, or local government (2) Individual, firm, partnership, joint venture, corporation, or other business entity engaged as a licensed business in the research, development, production, testing, maintenance, or supply of rockets, rocket motors, rocket propellant chemicals, or rocket components or parts (3) Colleges or universities 1.1.5 This code shall not apply to the design, construction, fabrication, maintenance, production, manufacture, launch, flight, test, operation, or use of rocket-propelled model aircraft that sustain their mass against the force of gravity by aerodynamic lifting surfaces that support the aircraft during the entire duration of its flight in the air, but shall apply to the model rocket motors and their components that provide the propulsion for such model aircraft. 1.1.6 This code shall not apply to model or toy rockets propelled by pressurized-liquid rocket motors containing less than 250 mL (8.45 fl oz) of water. 1.1.7 This code shall not apply to fireworks rockets or pyrotechnic rockets as defined in NFPA 1123, Code for Fireworks Display. 1.1.8 This code shall not apply to NFPA 1124, Code for the Manufacture, Transportation, Storage, and Retail Sales of Fireworks and Pyrotechnic Articles. 1.1.9 This code shall not apply to NFPA 1126, Standard for the Use of Pyrotechnics Before a Proximate Audience. 1.1.10 This code shall not apply to high power rocketry as defined in NFPA 1127, Code for High Power Rocketry.
This code advances safety through requirements for the design, construction, limitation of propellant mass and power, and reliability of model rocket motors and model rocket motor reloading kits and their components, produced commercially and for use by the public for purposes of education, recreation, and sporting competition. What does NFPA 1122 address?
NFPA 1122 covers all aspects of model rocket construction, operation, and motor storage, including materials, recovery, weight and power limits, payloads, flight paths, launchers and launch sites, ignition system, spectator distances, and retrieval. It also contains the Model Rocket Safety Code of the National Association of Rocketry as Annex B.Table Of Contents.

Report on Proposals (ROP)
Proposals can be submitted for text to be amended or included in NFPA Codes and Standards. Following the Call for Proposals period, the responsible Technical Committee or Panel holds a meeting to consider and act on all submitted proposals. The committee or panel may also develop its own proposals. A document known as the Report on Proposals (ROP) is prepared containing all the Public Proposals, Technical Committees' action on each Proposal, as well as all Committee-generated proposals. The ROP for the document in question is submitted for the approval of the responsible TC or Panel by a formal written ballot. If the ROP does not receive approval via written ballot in accordance with NFPA rules, the Report is returned to the committee for further consideration and is not published. If the necessary approval is received, the ROP is published in a compilation of Reports on Proposals issued by NFPA twice yearly for public review and comment, and the process continues to the next step. The ROP is published and widely distributed and anyone may download or request a copy.

Once the ROP becomes available, there is a 60-day comment period during which time anyone may submit a public comment on the proposed changes documented in the ROP. The committee or panel reconvenes at the end of the comment period and acts on all public comments. This committee or panel may also develop its own comments. As before, approval obtained via written ballot in accordance with NFPA's Regulations is required on all committee and panel actions. All of this information is compiled into a second Report, called the Report on Comments (ROC), which like the ROP, is published and made available for public review for a seven-week period.

Proposed NFPA documents will be presented for action at the applicable Annual (June) Association Technical Meeting only when proper Amending Motions (Notice of Intent to Make a Motion - NITMAM) have been certified by the Motions Committee of the Standards Council as a proper amending motion. Documents that receive no motions will not be presented at the meeting and instead will be forwarded directly to the NFPA Standards Council for action on issuance.
