What is NFPA 1123?
NFPA 1123: Document Scope
1.1 Scope. 1.1.1 This code shall apply to the following: (1) Construction, handling, and use of fireworks and equipment intended for outdoor fireworks display (2) Operation of the display (See 3.3.16, Fireworks Display.) 1.1.2 This code shall not apply to the following: (1)*Manufacture, transportation, or storage of fireworks at a manufacturing facility (2) Testing of fireworks under the direction of their manufacturer, provided that permission for such testing has been obtained from the authority having jurisdiction (AHJ) (3) Use of consumer fireworks by the public (4) Transportation, handling, or use of fireworks by the armed forces of the United States (5) Transportation, handling, or use of industrial pyrotechnic devices or fireworks, such as railroad torpedoes; fusees; automotive; aeronautical, and marine flares; and smoke signals (6) Use of pyrotechnic devices or materials in the performing arts at distances less than those specified in this code and used in conformance with NFPA 1126, Standard for the Use of Pyrotechnics Before a Proximate Audience (7) Use of flame special effects in the performing arts when used in conformance with NFPA160, Standard for the Use of Flame Effects Before an Audience (8) Sale and use of rockets, rocket motors, motor reloading kits, pyrotechnic modules, or components used in conformance with NFPA 1122, Code for Model Rocketry; NFPA 1127, Code for High Power Rocketry; or other propulsion devices classified by the U.S. Department of Transportation as Rocket Motors (UN0186), or Cartridges, power device (UN0275) (9) Use of explosives, firearms, or flammable special effects used in motion pictures, television, or other entertainment industries.
This code contains information on how to set up and operate professional outdoor fireworks displays in order to prevent injuries to both the workers handling the fireworks and to the viewing audience, as well as to prevent fires that could cause property damage. Official document scope
What does NFPA 1123 address?
NFPA 1123 covers construction and operation of fireworks displays from the ground, elevated platforms, and floating vessels and platforms, including aerial shells and equipment, site selection, spectator separation distances, firing of shells, electrical ignition and qualifications of display operators. Recommended local permit regulations and regulations for outdoor displays and suggested qualifications for licensing of display operators are provided in Annex material.Table Of Contents.

Report on Proposals (ROP)
Proposals can be submitted for text to be amended or included in NFPA Codes and Standards. Following the Call for Proposals period, the responsible Technical Committee or Panel holds a meeting to consider and act on all submitted proposals. The committee or panel may also develop its own proposals. A document known as the Report on Proposals (ROP) is prepared containing all the Public Proposals, Technical Committees' action on each Proposal, as well as all Committee-generated proposals. The ROP for the document in question is submitted for the approval of the responsible TC or Panel by a formal written ballot. If the ROP does not receive approval via written ballot in accordance with NFPA rules, the Report is returned to the committee for further consideration and is not published. If the necessary approval is received, the ROP is published in a compilation of Reports on Proposals issued by NFPA twice yearly for public review and comment, and the process continues to the next step. The ROP is published and widely distributed and anyone may download or request a copy.

Once the ROP becomes available, there is a 60-day comment period during which time anyone may submit a public comment on the proposed changes documented in the ROP. The committee or panel reconvenes at the end of the comment period and acts on all public comments. This committee or panel may also develop its own comments. As before, approval obtained via written ballot in accordance with NFPA's Regulations is required on all committee and panel actions. All of this information is compiled into a second Report, called the Report on Comments (ROC), which like the ROP, is published and made available for public review for a seven-week period.

Documents that receive no motions will not be presented at the meeting and instead will be forwarded directly to the NFPA Standards Council for action on issuance.
