James T. Pauley, Chair

James T. Pauley, PE, is Sr. Vice President, External Affairs and Government Relations for Schneider Electric. In his role as senior vice president, external affairs and government relations, Jim is responsible for state and federal legislative and regulatory policy and government interaction. In addition, he has responsibility for the Schneider Electric strategy and participation in trade and industry associations, standards organizations and conformity assessment bodies. Over his 27 year career, he has held positions in industry standards, product management, marketing and product planning. Jim is currently the Chairman of the Board for the American National Standards Institute (ANSI), Chair of the Standards Council for the National Fire Protection Association, Co-Chair of the ANSI Electric Vehicle Standards Panel and Chair of the NEMA High Performance Building Council. Pauley holds a bachelor’s degree in Electrical Engineering from the University of Kentucky and is a licensed professional engineer in Kentucky.
Kerry M. Bell

Kerry M. Bell, PE, is a Principal Engineer and Corporate Fellow at UL specializing in fire sprinkler and pump equipment. He is a member of ASTM International, Fellow member of the Society of Fire Protection Engineers and a Life member of NFPA. He is currently a member of more than ten NFPA technical committees as well as committees involved in developing standards for the International Standards Organization. Mr. Bell obtained his Bachelor of Science degree in Fire Protection and Safety Engineering from Illinois Institute of Technology and a Master of Business Administration degree from Northern Illinois University. He has been a registered professional engineer in the state of Illinois since 1981.
Donald P. Bliss
National Infrastructure Institute, Hampton, NH
Donald P. Bliss, is president and chief operating officer of the National Infrastructure Institute in Portsmouth, NH and is a senior public safety consultant with Municipal Resources, Inc. He began his career with the Durham-UNH Fire Department and has been a part of the fire service in some way for over 40 years and has held such titles as director of the University of Connecticut Fire Department, and both the Fire Chief and town emergency management director for Salem, New Hampshire. Bliss was both the New Hampshire State Fire Marshal and state homeland security director, and has served in leadership roles in numerous professional organizations, including National Association of State Fire Marshals (NASFM) and the National Fire Protection Association. He served as a member of NFPA's board of directors 2003-2009; was the chair of the NFPA 1 Uniform Fire Code Committee, and currently serves as chair of NEC Code Making Panel 13. Bliss holds a Masters Degree in Public Administration from the University of New Hampshire and has taught as an adjunct professor in the UNH graduate public administration program for the past five years.
Randall K. Bradley
Moraga-Orinda Fire District, Orinda, CA
Randall K. Bradley has been a member of the Fire Service for over 30 years and is Fire Chief of the Moraga-Orinda Fire District in California. He has served for more than 20 years as a member of NFPA’s Forest and Rural Fire Protection Technical Committee, serving as chair for the past nine. He is a director of NFPA’s Wildland Fire Section, a Charter member of NFPA’s Wildland Fire Operations Advisory Committee, and instructor for NFPA Home Ignition Zone seminars. Bradley completed the Executive Fire Officer Program at the National Fire Academy, is a member of the International Association of Fire Chiefs, and holds a Masters Degree in Public Administration from University of Southern California.
John C. Harrington
FM Global, Norwood, MA
John C. Harrington, P.E., FSFPE; is an Assistant Vice President and Senior Engineering Technical Specialist at FM Global where he is responsible for construction fire hazards standards development, risk service fire testing coordination for clients, building code issues, technical training, and technical committee involvement and coordination. He is a current member on several NFPA committees, including the Building Code Technical Correlating Committee. John currently serves on the Board of Directors of the Society of Fire Protection Engineers, and was also elected a Fellow Member in 2007. His other professional affiliations include the International Code Council and American Society of Safety Engineers. He served on the International Code Council Fire Safety Committee during 2006 and 2007. Harrington holds a Professional Engineer License in Fire Protection. He received his Bachelors of Science in Civil Engineering from Tufts University and his Master of Science in Engineering Management from Northeastern University.
James E. Golinveaux

James E. Golinveaux is senior fellow of Water Suppression Products for Tyco Fire Suppression & Building Products. With 30 years of experience in the fire protection industry including both contracting and manufacturing, Mr. Golinveaux is currently a Senior Fellow of Water Suppression Products for Tyco Fire Protection Products. His current role applies his experience globally in the fire protection industry to develop advancements in water-based fire protection devices and systems. He currently holds 12 US Patent families in Automatic Sprinkler Technologies. He is a past member or the Board of Trustees for the Fire Protection Research Foundation, as well as multiple other Boards and Councils including the Factory Mutual Advisory, AFSA, NFSA, International Fire Sprinkler Association and the Fire Sprinkler Association of Brazil. Mr. Golinveaux is also a subject matter expert for past two editions of the NFPA Fire Protection Handbook and the NFPA 13 Handbook on Storage and Residential Sprinklers. He has also served on the NFPA 13 Technical Committee for the past 18 years and has chaired the storage task group for the last 13 years. Additionally he is a technical committee member of NFPA 88A, 101 and 5000.
Bonnie E. Manley
American Iron and Steel Institute, Norfolk, MA
Bonnie E. Manley, P.E., M.ASCE, is a Regional Director for the American Iron and Steel Institute. Since joining AISI in 2006, her primary focus has been the structural and material provisions of the model codes and standards. Over the years, this has involved collaboration with numerous external organizations and committees, including ASCE, BSSC, FEMA, ICC, NCSEA, and NFPA. She is a current member of the NFPA Correlating Committee on Building Code and the Technical Committee on Structures, Construction and Materials. Bonnie also serves on the ASCE Codes and Standards Committee, which oversees their codes and standards development activities, maintains their ANSI accreditation, and enforces their rules for standards committees. Prior to joining AISI, Ms. Manley worked as a senior structural engineer for NFPA. Bonnie earned a Master of Science in Civil Engineering and a Master of Science in Construction Engineering and Management at the University of Michigan, Ann Arbor. Her Bachelor of Science in Structural Engineering was completed at the University of California, San Diego. She is a registered professional engineer in Massachusetts.
Danny L. McDaniel

Danny L. McDaniel, is the Director of the Department of Security, Safety & Transportation for Colonial Williamsburg Foundation. In his position, he is responsible for providing security, safety, environmental health and fire safety services for a living history museum consisting of approximately 500 original and reconstructed 18th Century buildings on a 320-acre site. He prepares recommendations and specifications for fire detection and suppression systems, security alarm systems, and other safety and security related systems for new construction projects and facilities undergoing renovation. He is a current member of the NFPA Technical Committee on Cultural Resources where he has served for over 30 years and was the Chair for 10 years. He is also a member of the American Association of Museums Security Committee. He received his Master of Science in Administration of Justice at Virginia Commonwealth University and his Master of Science in Safety at the University of Southern California.
James A. Milke

James A. Milke, Ph.D, P.E., is the Chair and Professor of the Department of Fire Protection Engineering for the University of Maryland. He has been an NFPA Technical Committee member for over 25 years and is currently serving on the Technical Committee on Smoke Management Systems where he served as Chair for 10 years, Technical Committee on Fire Tests, and the Life Safety and Building Code Technical Committee on Means of Egress. He is past President of the Society of Fire Protection Engineers and is Associate Editor of Fire Technology . He earned his Doctor of Philosophy in Aerospace Engineering at the University of Maryland and is a Registered Professional Engineer in the State of Delaware.
Daniel J. O'Connor

Daniel J. O'Connor, P.E. is the Chief Technical Officer of Aon Fire Protection Engineering where he provides technical leadership and expertise to staff on a company-wide basis often in the areas of fire modeling, human behavior, and new fire protection technologies and research-related projects. Mr. O'Connor is responsible for organizing and assigning Schirmer and Aon staff to participate in NFPA, SFPE, and other building code and technical standards committees. He provides leadership on marketing and sales activities for high-profile projects and new market initiatives by the firm. In addition to serving as Chair of the National Fire Code, NFPA 72, Committee on Initiating Devices and a member of numerous other NFPA Committees, Mr. O'Connor is Chair of the SFPE Task Group on Human Behavior; and Co-Chair of the Council on Tall Buildings and Urban Habitats (CTBUH) Fire Safety Working Group. Mr. O'Connor earned his Master of Science degree in fire protection engineering at the University of Maryland and is a registered professional engineer in Illinois.
Richard P. Owen
Oakdale, MN
Richard P. Owen has been involved in the electrical industry for 40 years. He started as an electrician for various electrical contractors and was hired by the City of St. Paul as an electrical inspector. He was promoted to Senior Electrical Inspector in 1990 and remained in that position until his retirement in 2009. Dick has been active in the International Association of Electrical Inspectors since becoming an inspector and has served in various elected positions in IAEI at the state, section and international level, culminating in serving as the IAEI International President in 2009. He has served as member and chair of NEC® Code-Making Panel 3 and is still representing IAEI on the NEC Correlating Committee. Dick is also a principal committee member of the Technical Committee on Air Conditioning. He is also active as a member of the Underwriters Laboratories Electrical Council and the UL Board of Trustees.
John A. Rickard

John A. Rickard, AIA, PE, is chief executive officer of Katus, LLC, an architectural design and consulting firm, specializing in senior living and health care. He has more than 30 years of experience in design and construction, is immediate past chair of the NFPA Technical Committee on Building Systems, and serves as a principal member of NFPA 101/5000 Technical Committees on Health Care Occupancies, and Board and Care Facilities. He is a registered architect, engineer, and accessibility specialist in the state of Texas. Mr. Rickard holds a Bachelor of Science in Architecture from the University of Virginia and a Master of Science in Engineering from the University of Texas at Austin and has taught as an adjunct professor in the architectural engineering program at UT Austin for more than 12 years.
Michael D. Snyder

Michael D. Snyder, PE, CFPS is the Global Director of Safety & Loss Prevention for Dow Corning Corporation, Midland, MI. An NFPA member since 1987, he has served on the NFPA's Industrial Fire Protection Section Board of Directors. Mr. Snyder has been an NFPA Technical Committee member for more than 15 years. He is currently serving on the Technical Committee on Pre-Incident Planning and the Technical Committee on Operations for NFPA 30, Flammable and Combustible Liquids Code. As the Fire Marshal for the Auburn-Williams Volunteer Fire Department, Mr. Snyder has also been appointed to the NFPA 1720 committee. He is a licensed Professional Engineer and received his BS degree with distinction from Cornell University School of Chemical Engineering.
