gmGeorge D. Miller (USAF-Ref.), President
Lieutenant General George D. Miller retired from the US Air Force as Vice Commander-in-Chief of the Strategic Air Command. This was the culmination of a military career of 35 years. He had served as a Seaman Recruit in the US Navy prior to his selection for the US Naval Academy from which he was graduated in 1953. He was commissioned into the US Air Force at that time and served in various commands as a fighter pilot and reconnaissance pilot.

General Miller retired from the Air Force in 1984 to take up the leadership of the United States Olympic Committee (USOC) in 1984. During his tenure he successfully conducted one-on-one negotiations with President Fidel Castro to get the Cubans to participate in the 1987 Pan American games.

After leaving the USOC he became President/Executive Director of the Morris Animal Foundation which is dedicated to improving the health of companion animals. In 1992 to become President/CEO of the National Fire Protection Association in Quincy MA. Membership and revenues increased dramatically under his leadership. New coalitions were formed and old ones strengthened. Miller retired from NFPA in June 2002 and was named President Emeritus and Special Assistant to the President.

He continues as Chairman of the Confederation of Fire Protection Association- International (CFPA-I), and was elected as President of the World Organization of Building Officials (WOBO) at their May 2003 meeting in Dallas, TX.

rsRobert Solomon, PE, Secretary/Treasurer
Robert is the Assistant Vice President for Building and Life Safety Codes at NFPA.   He oversees the operations of the department whose projects include NFPA 101, Life Safety CodeŽ and the NFPA Building Construction and Safety Code ™. He serves as the project manager for HUD's Federal Advisory Committee on Manufactured Housing.   After graduating from the University of Maryland in 1982, he worked with the Naval Facilities Engineering Command in Charleston, SC. Since 1986, he has held several positions at NFPA, including staff liaison for the water extinguishing systems projects. He has been an editor for three editions of the NFPA Automatic Sprinkler Systems Handbook and is editor of the NFPA Fire and Life Safety Inspection Manual, eighth edition.

He is a member of the JCAHO Committee on Healthcare Safety; Chairman of the Healthcare Interpretations Task Force; the Council on Tall Buildings and Urban Habitat; the AISC Fire Engineering Steering Committee; the UL Fire Council; The Infrastructure Security Partnership; and he serves as Secretary-Treasurer of the World Organization of Building Officials.

Mr. Raymond Y.M. Chan was educated in the Hong Kong Polytechnic (later renamed as the Hong Kong Polytechnic University) and graduated in 1977. He worked in the Buildings Ordinance Office in Hong Kong Government for about 6 years before he returned to the Hong Kong Polytechnic to work as a lecturer there. He taught for about 5 years in the Hong Kong Polytechnic and helped to establish the Building Surveying degree course in there. He established his own practice after leaving the Hong Kong Polytechnic and his firm has since become one of the major consultancy firms in his field. 

Mr. Chan is a Chartered Building Surveyor, a Chartered Project Management Surveyor and an Authorized Person registered under the Buildings Ordinance. He is a Fellow of the Hong Kong Institute of Surveyors and the Royal Institution of Chartered Surveyors.  He is also a Member of the Chartered Institute of Building and the Chartered Institute of Arbitrators. He is currently the Chairman of the Building Surveying Division, Hong Kong Institute of Surveyors.

Mr. Chan has served as a member in a lot of government and non-government Boards and Committees including the Licensing Appeal Board, Appeal Tribunal, Authorized Person Registration Committee, Contractors Registration Committee, Surveyors Registration Board, etc.Mr. Chan was elected Governor of WOBO in May 2003 in Dallas, USA.

omarOmkar Nath Channan
Omkar Nath Channan, Founding President, Calgary, Alberta, Canada, was the Founding President of WOBO and served as President from 1984 to 1990; he is presently one of the active Governors, since 1990. During his tenure as Founding President he obtained Special Consultative status with the Economic & Social Council of the United Nations, and United Nations Industrial Development Organization and attended Sessions of European Commission, and of the U.N. Commission on Human Settlements since 1986. 

Mr. Channan's affiliations include: Senator: University of Calgary (1996 to 1999); President of the Calgary-Jaipur Development Foundation (Sister cities of India and Canada); President of the United Nations Association in Canada Calgary Branch; Regional Vice President of the United Nations Association in Canada; President of the Association of Interpreters and Translators of Canada; Member of the International Business and Events Committee of the Calgary Chamber of Commerce; Key Member of the Trade Delegation to India of the Calgary Chamber of Commerce; Key Member of the Trade Mission to India of the City of Calgary; Led Crew of CFCN Television based in Calgary to India to film five series of Focus on India and documentary Rajasthan Land of Kings. 

He has author: Comprehensive Digest of East African Civil Law Reports: and The Role of Court Interpreter with a Foreword by The Right Hon. The Lord Hailsham of St. Marylebone, P.C., C.H., former Chancellor of the British House of Lords; and History of  Twinning of Calgary and Jaipur (City Sisters). 

In addition Mr. Channan has been recognized for his achievements as follows:  Governor-General's Commemorative Canada 125 Years Medal; Alberta Achievements Award from the Government of Alberta; Governor of the State of Commonwealth of Kentucky, USA, conferred the honor and the use of the title "The Honorable Colonel"; Mayor of the City of Calgary officially recognized major and outstanding contribution  to the growth  and development of the World Organization of Building Officials and Calgary Chamber of Commerce Outstanding Contribution Recognition: Association of Building Engineers of the United Kingdom awarded a Peter Stone Award, and Honorary Member of many reputable organizations in the United Kingdom, Australia, New Zealand and Canada.

Iimadmad Y. Eldurubi
Imad Eldurubi is a Deputy Building Official for Willdan, Class AA@ Representative for the City of Holbrook. Imad brings with him a solid educational background in architecture and engineering and ten years of experience in code enforcement. Imad has a broad experience having worked for two Arizona Jurisdictions: City of Tucson and City of Phoenix. During his seven years with the City of Phoenix, Imad examines plans for new construction, alteration and repairs for compliance with City of Phoenix building codes and zoning regulations, Imad acted as the senior lead on the Permit Counter, providing technical advice and assistance to architects, engineers, contractors, home owners and department inspectors and staff on required code compliance and design corrections. Imad represented the City of Phoenix; Development Services Department on the City Aviation Team, Residential Sound Mitigation Program, and Imad reviewed the entire plans for 900 homes surrounding Phoenix Sky Harbor International Airport, and participated in the selection of contractors for the required construction. Imad was appointed by the City of Phoenix as an International Conference of Building Officials Voter representative from 1998-2000 and as NFPA Representative in 2001. Imad is a Professor at Phoenix College, teaching American with Disability Act requirements and Building Codes, Department of Architecture and Interior Design.

Imad is the Past-Chairman of the Arizona Building Official Association and the Past-President of the Arizona Chapter of International Code Council. Imad served as the Vice-Chairman of the Arizona Building Officials, as the Secretary/Treasurer for the Arizona Chapter of International Conference of Building Officials in 1998 and 1999, and served as the Vice-President in 2000 and 2001.  Imad Received the President=s Award for Outstanding Services in 2000. Imad served on the Arizona Building Official Education Committee and the Standards Communication Committee since 1998, and currently is serving on the Legislative and Awards committees, Chaired the Arizona Building Official Eight Annual Spring Institute 2001, and received the Award of Merit for the leadership and the success of the Institute. Imad Served on the American Institute of Architects of Arizona, Continuing Education Advisory Board in 1999. Imad was Appointed to the International Conference of Building Officials Mechanical Certification Committee in 2000, and currently serving on the International Code Council Accessibility Certification Committee, and just appointed as the International Code Council Coordinator to the Accessibility Technical Committee for New York City.  Member of the (NFPA) since 2001: the Architects and Engineers and Building Officials Section and the Building Fire Safety System Section, member of International Code Council since 1996, member of International Fire Code Council since 1999, and member of the International Association of Plumbing and Mechanical Officials since 2001.

Mr. David Gibson is Chief Executive with the Association of Building Engineers in Northampton, United Kingdom. His background in construction sparked an interest in legislation and David moved into the public sector. His career progressed to the position of Building Control Manager. He currently represents the ABE as the Chief Executive and has been appointed by the minister of Construction to the Building Regulations Advisory Committee.

Martin Reiss
Mr. Martin (Mickey) Reiss' career spans over 30 years, focusing on fire protection safety through new technology, codes and standards development and proper installation of fire safety equipment.  Mr. Reiss' knowledge and experience in the engineering field has brought him continued recognition as an outstanding leader, promoting total fire protection in the public and private sector through the voluntary standards system. He presently serves as President and CEO of The RJA Group, Inc., Framingham, MA, a global fire protection and security consulting engineering firm. 

In addition to his professional responsibility, Mr. Reiss serves on a number of boards and committees.  He was appointed to the NFPA Board of Directors in 1992 and served as Chair from 2000 to 2002.  In support of the voluntary consensus code process, Mr. Reiss is a member of NFPA's technical committees which includes National Fire Alarm Committee, Life Safety Code Committee, Building Code Committee and Cultural Resources Committee.  In addition, he is a member of the China Fire Protection Association and a member of the Board of Directors of the National Institute of Building Sciences. Mr. Reiss was awarded the Grade of Fellow by the Society of Fire Protection Engineers.

Barry Schafer
Mr. Barry Schafer worked with Commonwealth Scientific Industrial Research Organisation from 1961 until his retirement in October 2002.  In the last 20 years his work mainly focused on the evaluation of innovative products for use in the building industry, and played a major role in the formation of the appraisal body undertaking this work in Australia since 1978. He was involved in the setting up of the World Federation of Technical Assessment Organizations. He is a member of the Australian Institute of Building Surveyors, the American Society of Testing Materials and the Concrete Institute of Australia. He is currently involved in consultancy work within the building industry assisting clients to obtain recognition of their innovative products and building systems by gaining recognisable certification both within Australia and overseas. Mr. Schafer has been an active governor of WOBO for the past 6 years.

Tim Ward
Tim Ward is the Building Official for the City of Oak Ridge, TN and has held this position since 1978. From 1973 through 1975 he attended engineering extension courses at the University of Wisconsin to complete his formal education. From 1976 through 1977 Tim held the position of Project Manager for the US Homes Corp. Il. Division. While serving Oak Ridge for almost twenty five (25) years, Tim has managed to stay involved locally, regionally and internationally.  As an active SBCCI member, he has served on numerous committees including being elected to SBCCI's Board of Directors from 1994 to 1999. Tim was appointed to also serve as the SBCCI representative to the ICC Board of Directors from 1995 through January of 2003. In 2002, the World Organization of Building Officials (WOBO) Board of Governors appointed Tim along with NFPA President (now retired) George Miller to serve as Governors on WOBO and while attending the WOBO World Congress in May of 2003, he was elected to serve another three-year term as a WOBO Governor.

Tim is currently certified in building inspection and as a housing rehabilitation inspector. He has served on a number of committees with the Tennessee Building Officials Association and has held the post of President for both the eastern and state associations. Tim was appointed by the Governor of the State of Tennessee to serve as the state building officials spokesman on various committees including inspector certification and for the construction of the Tennessee's new fire/codes academy.

Tim has also received acknowledgement from his peers in Tennessee by being elected a two time recipient of both the Eastern Chapter and State of Tennessee "Code Official of the Year" in 1990, 1991 and 1992.  In addition, he also holds a number of commendations from three different state Governors for his active involvement and hard work toward promoting building safety throughout the State of Tennessee. Tim is honored to hold the Number 1 on his state issued inspector certification card.

YasunoriYasunori Yamanaka
Mr. Yasunori presently serves as Executive Director for the Japan Architectural Education and Information Center (JAEIC) in Tokyo, Japan. The Japan Architectural Education and Information Center, an incorporated foundation, was established in 1982 by groups in the area of construction and architecture. Mr. Yasunori's previous positions included: Executive Director, Japan Federation of Housing Organizations; Director General, Building Dept, Aichi Prefecture; Director, Housing Development Div., Ministry of Construction and Director General, Urban Development Bureau, Fukuoka City.
