Enforcing Authority: A representative of an agency or an organization that promulgates and/or enforces standards.
Based on the committee, there may be additional clarifications provided to the basic definition of Enforcing Authority. These additional clarifications for the specific committees are as follows:
- Data Exchange (DAT-AAA). This committee is responsible for NFPA 950.
Additional Clarification: Those individuals who function in county, regional, state, or federal level organizations with responsibilities for multi-agency coordination in planning for and response to emergency incidents.
- Emergency Medical Services (EMS-AAA). This committee is responsible for NFPA 450.
Additional Clarification: Fire Chief, EMS Director, or other person who supervises the delivery of EMS services.
- Correlating Committee on Fire and Emergency Services Protective Clothing and Equipment (FAE-AAC) and all Technical Committees in this Project. This Correlating Committee is responsible for NFPA 1800, 1801, 1851, 1852, 1855, 1951, 1952, 1971, 1975, 1977, 1981, 1982, 1983, 1984, 1989, 1991, 1992, 1994 and 1999.
Additional Clarification: Individuals who represent an office or organization that enforces the requirements of standards either through voluntary adoption or legal adoption of an NFPA standard. Examples: Federal OSHA (or equivalent), state/provincial OSHA (or equivalent), state/provincial agencies regulating fire or emergency services, other federal/state/provincial departments or agencies who regulate fire or emergency services, the fire chief, the head of an emergency service organization, organizations representing fire chiefs or emergency services organization head.
- Fire Department Rescue Tools (FDR-AAA). This Committee is responsible for NFPA 1936.
Additional Clarification: Fire department chief, OSHA (state or federal), other regulatory agency representative.
- Fire Prevention Organization & Deployment (FID-AAA). This Committee is responsible for NFPA 1730.
Additional Clarification: Elected officials, city managers, Fire Chiefs, Fire Marshals of non fire department organizations.
- Fire Reporting (FIP-AAA). This Committee is responsible for NFPA 901.
Additional Clarification: One who is responsible because of his/her position for seeing that the standards are used by others not in the same agency.
- Technical Committee on Fire Service Training (FIY-AAA). This Committee is responsible for NFPA 13E, 1401, 1402, 1403, 1404, 1405, 1407, 1410, 1451 and 1452.
Additional Clarification: Those individuals who function at either a state level or represent organizations whose members are primarily chief officers within the fire service. The rationale being that they are in positions to establish regulations requiring the use of the standards.
- Hazardous Materials Response Personnel (HCZ-AAA). This Committee is responsible for NFPA 472, 473 and 475.
Additional Clarification: Chief Officers.
- Correlating Committee on Professional Qualifications (PQU-AAC) and all Technical Committees in this Project except PQU-FMA, PQU-ICM, PQU-IFB, and PQU-PST. This Correlating Committee is responsible for NFPA 1000, 1001, 1002, 1003, 1005, 1006, 1021, 1031, 1033, 1035, 1037, 1041, 1051, 1061, 1071, 1081 and 1091.
Additional Clarification: Individuals who enforce the provisions of the standards beyond a specific agency or department; state fire marshals, agencies with regulatory powers, commissions or boards at the state level.
- Fire Marshal Professional Qualifications (PQU-FMA). This Committee is responsible for NFPA 1037.
Additional Clarification: Fire chief, city manager, or designated member of the authority having jurisdiction, who appoints or assigns the fire marshal to that position.
- Incident Management Professional Qualifications (PQU-ICM). This Committee is responsible for NFPA 1026.
Additional Clarification: Individuals who enforce the provisions of the standard beyond a specific agency or department. State fire marshals, state emergency managers, state or federal agencies with regulatory powers, commissions or boards at the state or federal level.
- Industrial Fire Brigades Professional Qualifications (PQU-IFB). This Committee is responsible for NFPA 1081.
Additional Clarification: Individuals who enforce the provisions of the standard beyond a specific agency or department. State fire marshals, agencies with regulatory powers, commissions or boards at the state or federal level.
- Public Safety Telecommunicator Professional Qualifications (PQU-PST). This Committee is responsible for NFPA 1061.
Additional Clarification: Individuals who enforce the provisions of the standard beyond a specific agency or department. State fire marshals, agencies with regulatory powers, commissions or boards at the state level.
- Safety at Motorsports Venues (SAM-AAA). This Committee is responsible for NFPA 610.
Additional Clarification: A person with responsibilities that include enforcement of codes and standards.
- Technical Rescue (TEC-AAA). This Committee is responsible for NFPA 1670.
Additional Clarification: A representative of an agency or an organization that promulgates and/or enforces standards such as a state or federal regulatory agency. At the local level, where no state or federal regulation exists, the designated legal department head of a local fire and/or rescue organization who is responsible for formulating the official government policy to comply with the standard such that as the fire chief, or the designated representative of the fire chief.
