What is a NITMAM?
Under NFPA rules, anyone wishing to make an allowable amending motion at an NFPA Technical Meeting must declare their intentions by filing, within the published deadline, a Notice of Intent to Make a Motion (NITMAM).
How do I know when a document is open for public input, public comment, or NITMAM?
A search feature is available on the list of codes and standards (document information pages) to find the specific codes and standards that are open for public input, open for public comment, and open for NITMAM.
Also, anyone can sign-up for an alert notification when a change occurs to an NFPA code or standard – such as when a code or standard is open for public input. This feature allows the public to stay up-to-date on what is happening with a particular NFPA code or standard of interest. Simply sign-in on NFPA.org, select your document from the list and click the Receive e-mail updates on this document link in the upper right. You will be asked to sign-in or create a free online account with NFPA before using the alert system.
Where do I find the First Draft Report and how do I use it to submit public comments?
The link to the First Draft Report is located on the Next Edition tab of a specific document information page (Example for NFPA 101). The First Draft Report provides the user a single document containing all of the related materials associated with the Technical Committee development of the First Draft of the NFPA code or standard. The intent of the First Draft Report is to provide the public with a document that allows review and where applicable preparation of material as Public Comment(s) on the text of the First Draft. The user should review the Second Draft Report to decide whether to submit a NITMAM for further consideration.
Why does the related item screen freeze or “green” out and block me from entering an item and moving forward in the submission system?
This is a browser display issue. We recommend using Firefox or earlier versions of Chrome/Internet Explorer as changes to browser software are resulting in unexpected behavior. The system has known issues with specific releases of Google Chrome (ver.34) and Internet Explorer 8 (ver. 8.0.7601.17514). If you received XSLT Forms Exceptions errors when using Chrome, or if you are having difficulty submitting Public Comments using Internet Explorer 8, please try using Firefox or a different version of your chosen browser.
How do I find a related item from the First Draft Report to link to my Public comment(s)?
At the Public Comment stage, you must link a related item to a public comment. These related items are Public Input (PI), First Revision (FR), Committee Input (CI), Correlating Revision (CR) and Correlating Note (CN) and are located in the First Draft Report. Review the First Draft Report and note the related item number associated with the Public Comment. Once you have noted the item number, click on the “Add Related Item” button. In the pop-up window, select the item type from the listed radio buttons. Enter only the number of the Public Input (PI), First Revision (FR), Committee Input (CI), Correlating Revision (CR) and Correlating Note (CN) you located previously in the First Draft Report.

How do I submit my Public Input or Public Comment in the submission system?
To submit your Public Input or Public Comment, check the signature box located on the copyright assignment and signature page in the submission system. Note: The submit button will become visible only after you check the signature box. Then select submit.

How do I locate all my submitted and unsubmitted Public Inputs, Public Comments, and/or NITMAMs?
On NFPA.org, sign-in and go to the My Profile page in the upper right or if you are already in the submission system, select “My Public Input/Comments/NITMAMs in the left navigation above the Table of Contents. In the left navigation, select My Public Input / Comments / NITMAMs. Once on the My Public Inputs / Comments / NITMAMs page, select the information you request (Example: “Submitted” or “Unsubmitted under Public Inputs) in the search feature and then select the NFPA Standard(s) from the pull down. You should see all search results listed. Select Display Results in Printable Format, which will provide a usable format to print.
