Certification Advisory Group

NFPA would like to thank the volunteer committee that helps to maintain the Certified Fire Inspector – I (CFI-I) Certification. As a part of the CFI-I committee, volunteer members work with NFPA staff to create new exam items, modify existing items to improve performance, and perform cut score studies. This important work helps ensure the reliability and validity of the CFI-I exam. The hard work and dedication of the following individuals, along with the rest of the volunteer committee, is appreciated.  

Mohamad Nizam Agil, CFI, CFPS, CLSS, CSITMS, FIFireE, PSFPE, B.Eng (NTU), MBA

Senior Fire and Safety Engineer

Mohamad Nizam Agil prepares, reviews and approves design drawings of all fire safety systems (passive and active). He writes fire strategy and inspection reports, and he inspects and tests all fire safety systems. Mohamad has worked for over 23 years in the business of fire safety, rescue, fire fighting, and security. He is a fire fighting trainer in specialized fire fighting techniques in high-rise and process plants. Mohamad is also an expert in all the breathing apparatus wearer procedures.

James Z. Brooks

Master Plumber, Certified Fire Inspector
Beloit Health System

James Z. Brooks is currently a master plumber for facilities at Beloit Health System in Beloit, Wisconsin. James started his career in the residential market place, and then moved into the commercial end of the field, finding his place in the facilities sector, which has worked out well. 

James attained his master plumber license in 2009, and has over 17 years in the plumbing industry. He currently holds licenses for automatic fire sprinkler fitter, master plumber, commercial plumbing inspector, private onsite wastewater treatment system inspector and fire detection, prevention and suppression inspector in the state of Wisconsin. James also holds a plumber's license and a cross connection control device inspector license in the state of Illinois.         

In the medical gas field he holds ASME IX Brazer, ASSE 6010 Installer, ASSE 6040 Medical Gas Maintenance and an ASSE 6020 Medical Gas Systems Inspector certifications.

James Z. Brooks has lived in the southern Wisconsin area his whole life and currently participates in "hobby" farming, going back to a simpler way of life with home grown commodities. He is married with a 6 year old son that is very interested in the type of work daddy does. His son also helps out on smaller jobs to start learning the way / trade. His hobbies include anything outside that his son can participate in with him. 

Wes Cunningham, CFI-1

Protection & Fire Services Coordinator
SickKids - The Hospital for Sick Children

As the protection & fire services coordinator for The Hospital for Sick Children in Toronto, Canada for the last five years, Wes Cunningham has been responsible for coordinating all service and inspections to four fire systems protecting over two million square feet. Wes also provides fire safety training for all staff and completes hazard inspections. He also provides consultation and fire safety training for new security staff for a security company in Toronto.

Wes has been employed in life safety and security management for 27 years. His focus has been on safety for all occupants in any building that he has worked in through staff training and compliance to the Ontario Fire Code.

Wes has been married for 26 years and has three children. When not working, you can find Wes and his family hiking, kayaking and volunteering with Special Olympics Ontario.

Clara Davis, CFI-I

Environmental Health and Safety
Western Michigan University

Clara Davis has worked at Western Michigan University in the Environmental Health and Safety Department for 4 years. Clara is responsible for the worker’s compensation program, conducting training, and building inspections. Her responsibilities give her opportunities to interact with every aspect of the campus including administration, facilities management, and the various academic colleges of Western Michigan University. 

Before working for Western Michigan University, Clara worked in the printing and automotive industries for 11 years. She earned her bachelor’s degree from Grand Valley State University in occupational safety and health, and plans to graduate in 2018 with a degree in educational leadership with a concentration in organizational and global leadership from Western Michigan University. She earned her CFI-I certification in 2015. 

Clara is married and loves to run, sew, and garden, and is active with her church. 

J.D. Horst, CSP, CFI-I, COHC

Environmental and Safety Compliance Administrator
Federal Bureau of Prisons – AUSP Thomson

J.D. has over 15 years of industrial safety compliance and consulting experience with 12 years focused on prison safety management and life safety code enforcement. In his current position as the environmental and safety compliance administrator for the Bureau of Prisons at the Administrative United States Penitentiary, Thomson, Illinois, he leads and inspires a team of four environmental and safety compliance professionals. 

J.D. is responsible for developing, coordinating, directing, and evaluating a comprehensive occupational safety, environmental, and fire protection program focused on OSHA, EPA, and NFPA compliance. 

He has a graduate certificate in executive leadership from Cornell University, a bachelor’s degree in safety sciences from Murray State University, and an associate’s degree of applied science in environmental compliance management from Barton County Community College. 

Sean M. Lindgren – CFI-I

Chief Deputy State Fire Marshal
Nebraska State Fire Marshal Agency

In his current position Sean supervises nine deputy state fire marshals in the Code Enforcement Division with the Nebraska State Fire Marshal Agency enforcing statutes and regulations in every type of occupancy.  Sean has been with the Nebraska State Fire Marshal 10 years, in the Investigations and Code Enforcement Divisions. He has served in the fire service for 25 years, first as a volunteer firefighter and then as a career firefighter/paramedic, for seven years before joining the State Marshals Agency. 

In his spare time he enjoys spending time with his wife and three boys traveling, fishing, and coaching baseball. 

Colin McKay, CFPS

Fire & Emergency Management Consultant
Russell Phillips & Associates, LLC

Colin McKay has been a Fire & Emergency Management Consultant with Russell Phillips & Associates (RPA) since 2013. RPA is a team of fire, code compliance and emergency management experts, providing specialized technology and professional services to healthcare facilities throughout the United States and Canada.

Colin is a Certified Fire Inspector (CFI-1), and a Certified Fire Protection Specialist (CFPS) with the National Fire Protection Association and is certified and/or licensed in a variety of other fire-related areas. He has also been a member of the Lorain County Ohio Incident Management Assistance Team, which supports the Lorain County Emergency Management Office.

Prior to joining RPA, Colin worked with a large hospital system in Cleveland and was charged with ensuring proper inspection, testing and maintenance of fire and life safety components to maintain compliance with all local, state, federal and Joint Commission standards and regulations. He ensured that the facilities were continuously prepared for Joint Commission and Center for Medicare & Medicare Services surveys by overseeing a highly successful fire and life safety barrier management program.

Colin holds a master’s of public administration degree and a bachelor’s of arts degree in public safety management from Cleveland State University, and an associate’s of applied science degree in fire science from Lorain County Community College. He is based in RPA’s central region office in Cleveland, Ohio.

Robert Overton, CFPS, CFI

RTM Consultants, Inc.

Robert Overton has been working with the building codes and life safety in several capacities for 30 years. As an architectural draftsman, he has worked in several firms where his code knowledge was utilized to review construction documents and to prepare the life safety plans and building code summaries. As a construction contract administrator, Robert was responsible for maintaining the contractual agreement between the owner and contractor. In this role, he was able to evaluate unforeseen site conditions and provide code compliant solutions and use his knowledge of the code requirements to better evaluate alternatives proposed by the contractors.     

As a plans examiner, Robert worked at the Indiana Building Commissioner’s Office where he reviewed projects for all types of commercial construction.

As a building code consultant within a private architectural firm, he has worked primarily with projects for the primary and higher education markets and long-term assisted living facilities. In the role of associate state architect, Robert was responsible for building code and life safety compliance for the hospital and retirement homes owned by the state of Indiana.

Robert Overton is a member of the National Fire Protection Association. He is a Certified Fire Protection Specialist and Certified Fire Inspector through the NFPA. He is a graduate of Purdue University and has an associate’s degree in applied science in architectural technology and a bachelor’s degree in construction technology.

Tom Parrish, SET, CFPS, PSP

Vice President, Integrated Systems

Mr. Parrish has more than 25 years’ experience in fire protection and emergency response. He leads Telgian’s efforts for jurisdictional compliance, serves on the training and code development committees, and manages the internal security and life safety program for all Telgian facilities. He joined the company, known then as TVA Fire and Life Safety, in 2000.

Mr. Parrish has held positions with municipal fire, law enforcement and emergency medical services and in private industry system design and installation programs. Today he still serves as an on-call firefighter certified in firefighting, emergency medical treatment, and hazardous materials response. He represents Telgian on several NFPA technical committees and is a regular presenter at its meetings and seminars. His professional credentials include Level IV NICET Certified Fire Alarm Technician, Level III NICET Inspections and Testing, and Master Electrician. He is board certified as a Physical Security Professional by ASIS and holds a bachelor’s in Industrial Technology from the Kean University of New Jersey.

Matthew L. Thomas, RN, CFI, FF, FIT

Life Safety Code/Fire Inspector
State of Alaska, Department of Health & Social Services

As a life safety code inspector, Matthew Thomas is responsible for the fire safety oversight of health care facilities within the state of Alaska. The state and federal regulations require facilities to comply with several NFPA codes and standards. Mr. Thomas applies these codes and standards to ensure facilities are constructed and maintained in a safe manner.

He has worked for the state of Alaska for the last four years, with a total of 14 years of service in the health care field. Originally, Matthew started his career as a registered nurse specializing in emergency care, pediatrics and geriatric psychology. Prior to his nursing career, he spent eight years in the back of an ambulance working in both extreme rural and major metropolitan areas.

Matthew chose to pursue a career in the fire service after moving to Anchorage from western Kentucky. After joining the local fire department, he found a love and passion for fire prevention and building inspections. He currently lives in Anchorage with this two K-9 companions.
